DOC ACCEPTABLE USE

POLICY

INTRODUCTION

All persons who wish to use The Drumbo Opportunity Centre Community Access Program resources are required to do so in compliance with the provisions of The Drumbo Opportunity Centre Community Access Program Acceptable Use Policy. Before you use DOC resources please read the Acceptable Use Policy document and enquire about policies in effect. If you proceed to use DOC resources then it is implied that you agree to observe the requirements of the Acceptable Use Policy.

Objectives

The goals of this Acceptable Use Policy are to:

1.  Delineate the appropriate and inappropriate uses of DOC resources

2.  Provide guidelines concerning specific Internet activities at the DOC site

3.  Encourage the advancement of the population in The Drumbo Opportunity Centre Region through the use of the Internet as a communication and information access medium;

4.  Ensure that DOC resources are is used in a manner which protects the privacy of users, clients, the DOC and its agents and the Minister of Industry, Canada

DOC Responsibilities

Access – DOC will provide access to computer workstations and the Internet during the hours posted. Hours of access will be posted at the DOC site and on the DOC website. All computer workstations will provide Internet access and browsing, web-based email, graphics viewing, word processing, spreadsheet, and other office software. Booking computer time is arranged separately at the site. Staff or DOC volunteers may use their discretion to terminate use of the DOC computers by any person at any time.

Training and Technical Support – DOC also recognizes that it has a role in educating the community in the use of these powerful new information tools. DOC will make basic computer and Internet training available to The Drumbo Opportunity Centre community through free training sessions. DOC will make the DOC website, computers, and Internet browsers as simple, useful, and secure as possible for users. Staff and volunteers at DOC sites may have limited time to provide some minor help and support.

Content and Filters - DOC will collect links to a variety of useful websites to help users get the information they need. However, the Internet is a global, unregulated network that contains some material of a controversial nature. Users of the Internet should be aware that not all sites provide information that is accurate, complete, current, legal, or philosophically acceptable to everyone. DOC cannot control or monitor the material that may be available on the Internet but may implement software and hardware control mechanisms to prohibit access to information which is illegal or inconsistent with the DOC mandate. However, users should be aware that no filtering product can block all offensive sites. DOC assumes no liability in the event that a filter, if used, is not 100% effective. DOC assumes responsibility only for the information provided on its own homepage.

Privacy and Collecting Information About Use – In order to evaluate service provided, DOC will collect some user information. However, all user information collected by DOC is confidential and private and will not be shared with other groups or individuals. Because of the nature of technology and the Internet, users should keep in mind that most activities or transactions on the computers and Internet (such as online credit-card purchases) cannot be guaranteed to be completely confidential and secure. Users are advised to keep this in mind as they email, browse, or otherwise use the computers. Users are advised not to communicate any credit card number, bank account number, or any other financial information.

Partnership - As much as possible, the DOC will work in partnership with other public computer and Internet access programs and public computer training programs (such as public and separate school board CAP programs, libraries, continuing education, etc.) to provide integrated and effective information and technology access and training in our community.

USER RESPONSIBILITIES

Appropriate Use

Individuals are encouraged to use DOC resources and the Internet to further the mission of Industry Canada’s Community Access Program. The types of activities that are encouraged include:

1.  Communicating with others

2.  Acquiring or sharing information

3.  Participating in educational or career development activities

Inappropriate Use

The use of DOC resources and the Internet shall comply with all applicable law, all applicable DOC, Industry Canada and site policy, and all DOC contracts. This includes, but is not limited to, the following:

1.  DOC resources may not be used for illegal or unlawful purposes, including, but not limited to, copyright infringement, obscenity, libel, slander, fraud, defamation, plagiarism, harassment, forgery, impersonation, and computer tampering (e.g. spreading viruses).

2.  DOC resources may not be used in any way that violates DOC rules, administrative orders or policies as outlined in this Acceptable Use Policy. Use of the Internet in a manner which is not consistent with the mission of DOC, misrepresents DOC, or violates any DOC policy is prohibited.

3.  Individuals may not view, copy, alter, or destroy data, software, documentation, or data communications belonging to DOC or another individual.

4.  Users may not attempt to fix or repair a malfunctioning computer. A member of the staff or a volunteer should be alerted upon detection of a problem.

5.  Users are not permitted to install software on DOC computers.

POLICIES

Security

Internet accounts are to be used only by the owner of the account for authorized purposes. Users are advised not to share account or password information with other persons. DOC recommends that users obtain a new password if they have reason to believe that any unauthorized person has learned their password. Users are required to take all necessary precautions to prevent unauthorized access to their Internet accounts. This includes, but is not limited to, closing down any active sessions before leaving a computer terminal and storing individual passwords in a secure manner.

Personal Files

If you wish to save files on DOC computers or floppy diskettes, enquire if that is permissible. The user is responsible for these files and DOC will not be held accountable for loss or damage of these files. DOC does not guarantee the privacy of saved files since DOC computers are for public use.

Time Allocation

Individuals should observe the time allocated to them. If there is no one waiting to use the computer, then one may continue to use it. If time runs out and there is someone else waiting to use the computer then the individual using the computer should save hers or his files, if they wish to do so, close all programs and make way for the next person.

Monitoring

DOC staff or volunteers may monitor, at any time, with or without notification, any Internet activity occurring on DOC equipment or accounts. If the staff or volunteers discover activities which do not comply with applicable law or DOC policy, records retrieved may be used to document the wrongful content.

Environment

Users of DOC resources are obliged to maintain a clean environment around DOC computers by removing any materials they wish to discard and placing them in the appropriate refuse collection containers. Users should not eat, drink or smoke around DOC computers.

Failure to Comply

Sanctions for inappropriate use of DOC resources and the Internet may include, but are not limited to, one or both of the following:

1.  Temporary or permanent revocation of access to some or all computing and networking resources and facilities;

2.  Legal action according to applicable laws

DOC will not defend individuals whose use violates applicable law or Industry Canada’s Community Access Program policy.
